公共文化服务体系的构建,是一项复杂的系统工程,含盖了物质、技术和制度三个层次。其最终目标是改善公共文化服务,保障人民群众的基本文化权益。就是要通过综合性的手段来提升公共文化服务机构的文化服务水平。可以说,公共文化服务水平的高低,是衡量公共文化服务体系建设成败的尺度。因此,全面提高公共文化服务水平,已成为当前包括文化馆在内的公共文化服务机构的主要课题。
The construction of public cultural service system is a complicated systematic project that covers the three levels of material, technology and system. Its ultimate goal is to improve public cultural services and safeguard the basic cultural rights and interests of the people. It is through comprehensive means to enhance the cultural services of public cultural service agencies. It can be said that the level of public cultural services is a measure of the success or failure of public cultural service system. Therefore, raising the level of public cultural services in an all-round way has become a major issue for public cultural service organizations, including cultural centers.
