企业实行承包经营责任制,对改革和建设起到了推动作用,但还不完善。企业承包后出现的短期行为,就是承包制不完善的一个方面。企业承包后短期行为的主要表现:一是企业不愿把税后留利用于积累,而是作为集体福利、奖金分掉,搞分光吃尽。这是因为积累下来的是属于全体人民所有,而分掉的则属于职工。二是一些职工“现得利”思想严重,对企业发展不太关心,对企业资产的增值和损益很少问津。这是因为有些企业承包后重大问题不与工会和职工通气,职工对企业生产经营和改革的意见也无法反映,导致承包人和职工关系疏远,职工的主人翁责任感和生产积极性下降。

The opinions of the employees on the production and operation of the company and the reform cannot be reflected, which results in the estrangement of the relationship between the contractor and the employees, and the decline in the sense of ownership and enthusiasm of the employees.
