建立现代企业制度是我国企业改革的目标。然而通过什么路径来达到这一战略目标,目前还处在探索和试验阶段。依据对16年来国有工业企业改革的回顾与反思,实事求是地分析我国国情,在理性认识的基础上我们曾提出国有工业企业改革的两点思路,即对不必要国有的工业行业中的国有企业主动地、逐步地进行非国有化改造(改造思路);对必须实行国有的工业行业中的国有企业的首脑实行激励和约束相结合、重在循环约束的制度(约束思路)。本文力图将上述两条思路进一步细化,以便具有可操作性。
Establishing a modern enterprise system is the goal of corporate reform in China. However, what path has been adopted to achieve this strategic goal is still at the exploratory and experimental stage. Based on the review and reflection of state-owned industrial enterprises’ reforms over the past 16 years and the analysis of China’s national conditions in a realistic way, we have proposed two ideas for the reform of state-owned industrial enterprises on the basis of rational knowledge, namely, the initiative of state-owned enterprises in the unnecessary state-owned industrial industries. Non-nationalization reforms (reconstruction ideas) are gradually carried out at the local level, and the heads of state-owned enterprises in the state-owned industrial industries must be combined with incentives and restrictions, and the system must be in a circular constraint (constraints). This article tries to further refine these two ideas in order to be operational.
