如果说设立“经济特区”是改革开放的重大举措,那么设立“自由贸易试验区”就是全面深化改革的重要任务。比较来看,当年创“经济特区”到如今建“自贸区”在改革的层级、改革的直接目的、改革的宏观效应、地方政府的改革空间等方面存在相似之处;但是,在改革的共识、地方政府主政改革者、国内外的背景条件、产生的社会效应、最高决策层面临的挑战等方面存在重大差异。分析和评估这两项改革举措出台的异同,有助于更深入地理解当前的“自贸区”建设在中国“全面深化改革”中的功能、意义及其困境。
If the establishment of a “special economic zone” is a major measure of reform and opening up, the establishment of a “free trade pilot zone” is an important task for deepening the overall reform. In comparison, there are similarities in the level of reform, the direct purpose of reform, the macroeconomic effect of reform and the reforming space of local governments. However, there are similarities between the establishment of “special economic zones” and the establishment of “free trade zone” , There are major differences in the consensus of reform, the reform of local government in power, the background conditions at home and abroad, the social effects produced and the challenges faced by the top decision-makers. Analyzing and assessing the similarities and differences between the two reform measures helps to better understand the function, significance and dilemma of the current “free trade zone” construction in China and “deepening the reform in all aspects.”
