第一條爲發展都市建設,特制訂本辦法。第二條本辦法所指建設使用之公有土地,不包括農田使用,其範圍如下列:(一)公共建設使用:如道路、橋樑、下水道、河防、公園、公墓、公厕及其他公共建設。(二)建築公房及機關、國立市立學校、文化舘、圖書舘、博物舘、體育塲、醫院使用。(三)國、公營企業建築廠址、店址、倉庫、堆棧、宿舍。(四)私人之使用,限於:(1)工商業(特別是工業)建築廠址、店址、倉庫、堆棧、宿舍;(2)興建房屋(包括蓋房出租);(3)興建公益事業,如私立學校、醫院、孤兒院、保育院;(4)其他合於市政建設計劃所需要之建築。第三條建設使用公有土地分爲撥給使用與租給使用兩種。第四條屬於第二條一、二兩項使用,均係撥給使用,概不收租。屬於三、四兩項使用,均係租給使用,自訂租之日起名收地租二年,自第一二年始計租,年租額最高不超過標準地價的百分之五;其屬於四項三
