1996年6月15日,中央电视台焦点访谈节目,报道了上海市奉贤县贝港桥坍塌事件,其坍塌原因令人吃惊。贝港桥坍塌原因有三:一是奉贤县城建局擅自修改设计部门设计的图纸,将桥墩基础下沉深度-30米改为-26米,压缩预算投资32万元。二是奉贤县市政管理所未按建设部门50万元以上的工程必须公开招标的规定,擅自将191万元的贝港桥工程包给一个不具备施工条件的单位。三是施工单位偷工减料,桥墩基础未按要求打够-26米深度,;桥墩混凝土灌注深度,未达到实际钻孔深度;桥墩混凝土强度达不到标准。
On June 15, 1996, CCTV’s focus talk program reported the collapse of Beihang Bridge in Fengxian County, Shanghai. The collapse was surprising. Bay Bridge collapse for three reasons: First, Fengxian County Urban Planning Bureau unauthorized revision of the design department design drawings, the bridge pier foundation depth -30 meters to -26 meters, compressed budget investment of 320000 yuan. Second, the municipal administration of Fengxian County did not follow the stipulations of the public bidding for more than 500,000 yuan of the construction sector to openly invite the 1,800,000 yuan Beigangqiao Project to a unit that does not have the construction conditions. Third, the construction unit cut corners, cut off the foundation of the piers not required enough depth of -26 meters; pier concrete pouring depth, did not reach the actual drilling depth; pier concrete strength not up to standard.
