精神文明建设,以立为本,重在建设。建设难,破坏易。在精神文明建设中,干部是关键。特别是领导干部, 他们是精神文明建设的领导者,他们的形象举足轻重,国家干部、政府机关的破坏性活动影响既坏又大。如果说的一套,干的又是一套;对自己一套,对别人又是一套,群众对精神文明建设就不会有信心,甚至麻木不仁。精神文明建设的目标就难以实现。
Spiritual civilization construction, based on legislation, focusing on construction. Difficult to build, easy to destroy. In the building of spiritual civilization, cadres are the key. In particular, they are leading cadres who are leaders in the building of spiritual civilization. Their image is pivotal. The destructive activities of state cadres and government agencies have both devastating effects. If we say one thing, one thing is done one by one. If one is set for ourselves and another piece for others, the masses will not have confidence in the construction of spiritual civilization and will even be insensitive.
