From the practice of our country's operation, the adoption of the sale method is indeed an effective measure to invigorate the state-owned enterprises. The Thirteenth National Congress of the Communist Party held in October 1987 summed up this practice from the reform practice in time and formally put forward the proposition of “selling” state-owned enterprises formally in the party's literature. The 13th National Congress of the Communist Party of China pointed out: “Property rights of some small-scale enterprises owned by the whole people can be transferred to collectives or individuals for compensation.”
