探讨了住房抵押贷款市场主体——政府、金融机构和保险公司的功能与作用。提出政府不仅要为住房金融的发展提供良好的外部环境,制定政策法规,还应发起或出资成立官方或半官方金融保险机构,站在“最终贷款者”的地位上,给借贷双方以信心。我国的金融机构应改变传统的经营观念,勇于创新,设计多样化的金融品种并强化配套服务功能。保险公司应以其自身信誉为银行抵押贷款承担风险,形成有序的住房抵押贷款保险机制。
Discussed the main body of the housing mortgage loan market - the government, financial institutions and insurance companies function and role. It points out that the government should not only provide a good external environment for the development of housing finance and formulate policies and regulations, but also initiate or fund the establishment of official or semi-official financial insurance institutions, standing on the position of “ultimate lender” and giving both borrowers and lenders confidence. China’s financial institutions should change the traditional management concept, be bold in innovation, design diversified financial products and strengthen the supporting service functions. Insurance companies should take their own credit risk for bank loans, the formation of an orderly housing mortgage loan insurance mechanism.
