近年来在GDP持续增长的同时,我国居民消费率却持续走低,在金融危机的背景下,刺激消费尤其是居民消费,对于拉动内需促进经济增长具有战略性的意义。居民消费率持续走低与我国政府支出总量、结构之间有着十分密切的联系,国内很多学者做了相关的研究,以实证研究为主。本文在对国内学者相关观点进行综述的基础上,提出社会性支出这一新的分析视角。
In recent years, with the continuous growth of GDP, the consumption rate of residents in our country has been going down continuously. Under the background of the financial crisis, stimulating consumption especially the consumption of residents has strategic significance for stimulating domestic demand and promoting economic growth. There is a very close relationship between the continuous low consumption rate of residents and the total amount and structure of government expenditures in our country. Many scholars in China have done related researches mainly on empirical research. On the basis of reviewing the relative opinions of domestic scholars, this paper proposes a new perspective of social expenditure.
