公共物品的多样性在理论上要求公共物品供给的多元性。公共物品供给的目的是为了满足公共需求、实现公共利益;而在公共物品供给的手段和方式方面,可选择多元性和复合性的供给制度安排。本文力图通过对公共物品的性质和特征的分析,基于公共选择理论,探讨公共物品多元化和复合性的供给机制,即由政府的强制机制,市场的利润机制和志愿组织的志愿机制合力构建的公共物品供给制度安排,以实现公共物品供给的可持续发展。
The diversity of public goods theoretically requires the diversity of supply of public goods. The purpose of public goods supply is to meet the public needs and achieve the public interest; and in terms of the means and ways of public goods supply, we can choose multiple and complex supply system arrangements. Based on the analysis of the nature and characteristics of public goods, this article attempts to explore the supply mechanism of diversified and complex public goods based on the theory of public choice, that is, the compulsory mechanism of government, the profit mechanism of market and the voluntary mechanism of voluntary organizations Public goods supply system arrangements to achieve the sustainable development of public goods supply.
