改革20年来,我国的劳动力市场逐步培育完善起来,基本形成了用市场机制配置劳动力资源的局面。但是,受历史原因和体制转轨的影响,我国的劳动就业目前正面临严峻的挑战。劳动人口总量上升——人口变动趋势是决定未来劳动力资源供给状况的主要因素。根据1990年人口普查资料推算,至2050年前,我国总人口将持续上升。1998年底我国总人口达到12.57亿,1999年将继续增长为12.69亿,2000年全国总人口将达到12.81亿。在90年代,劳动年龄人口总量持续上升,今后两年,劳动年龄人口占总人口的比重将从1998年的63.42%上升为63.52%、63.70%。据预测,到2010年,劳动年龄
