中国媒介的发展,从最初的平面媒介,到后来的视频媒介,到如今日益方便快捷的网络媒介,以及突飞猛进发展的新媒介,媒介已经成为社会发展中一道不可小觑的传媒力量。各种全方位、立体式的传播,使媒介在公众眼中,不仅仅是单纯的传媒机构,更多的是将其看做社会公信和监督的工具,引领社会正能量的一个重要的社会组织。而关于弱势群体,朱镕基总理在九届全国人大5次会议上所作的《政府工作报告》中使用了“弱势群体”这个词,从而引起了国内外的广泛关注。而目前,关于弱势群体的定义,学术界还没有一个统一的认识。
The development of Chinese media, from the initial print media to the later video media, to the increasingly convenient online media and the rapidly growing new medium, has become a considerable media force in social development. All kinds of omni-directional and three-dimensional dissemination make media not only a mere media agency in the eyes of the public, but also an important social organization that takes it as a tool for social credit and supervision and a positive energy for the society. As for the vulnerable groups, Premier Zhu Rongji used the term “vulnerable groups” in the “Report on the Work of the Government” made during the Fifth Session of the Ninth NPC, which has aroused widespread concern both at home and abroad. At present, the definition of vulnerable groups, the academic community does not yet have a unified understanding.
