20世纪90年代以前,宁夏南部山区的小学校几乎是没有图书室的,当然图书就更加紧缺了。阅读课外书成了山区孩子们可望而不可即的事情。到了20世纪90年代后期,随着国家“义务教育工程”项目和“基本普及初等义务教育”“基本普及九年义务教育”工程的逐步实施,各级政府为学校配发了一定数量的图书,加上社会爱心人士的捐赠,每所学校生均图书数量达到了8~10册,有的甚至更多,满足了师生阅读的需求。但是,近几年,许多学校在如何管好用好学校图书资源,使其发挥应有的作用方面存在许多问题。
