报载,河南省浚县在农村推行村务公开“咨询日”,并在村务公开栏中开辟“回音壁”。每月的3日至5日连续3天为全县488个村的村务公开情况“咨询日”,在固定的咨询点接受群众的咨询;每月的20日前,将群众提出的所有问题及解决情况在村务公开“回音壁”上公开——已经解决的问题及时公开,限期解决的要公开承诺完成时限。推行村务公开,是扩大基层民主,保证基层群众依法行使民主权利的重要举措。目前,在农村一些地方,曾经深受农民欢迎的村务公开,群众反应冷淡。村务公开流于形式,其中一个重要原因,就是村务公开仅仅进行到公开这一环,至于公开以后群众有什么意见,对群众的意见如何处理,却重视不够,或者根本就不予理睬。群众对公开的内容存在疑问,提了意见,没有“回音”,久而久之,冷了大家的心。群众对村务公开反应冷淡,还有一个不容忽视的原因,就是有的村公开的“村务”尽是些鸡毛蒜皮的小事,群众真正关心的问题,与群众利益密切相关的重大事项,却藏而不露。对这样的“村务”,群众自然没有兴趣。
