我国社会组织有社会团体、基金会、民办非企业单位三种主要类型,其主要功能体现在表达公民利益诉求、作为治理社会的多元主体的一员参与政府合作、培育公民自治能力等多个方面。社会组织的独特作用,决定着其在我国国家治理体系和治理能力现代化建设中具有重要价值,它能体现现代社会的理念和特点,促进政府治理的有效性,以及治理模式的合法性。在一定原则指导下,我国需要大力发展社会组织,从而促进政府治理能力的提高。
There are three main types of social organizations in our country: social organizations, foundations and non-governmental non-enterprise units. Its main functions are manifested in expressing the demands of citizens’ interests, participating in government cooperation and fostering citizen’s autonomy as one of the multiple subjects governing the society . The unique role of social organization determines its value in the country’s governance system and the modernization of governance capacity. It can reflect the concept and characteristics of modern society, promote the effectiveness of government governance, and legitimacy of the governance model. Guided by certain principles, our country needs to vigorously develop social organizations so as to promote the improvement of government governance.
