南水北调中线工程鹤壁段全长29.22km,涉及淇县、淇滨区、开发区3个县(区),9个乡(镇、办事处),36个行政村。工程建设用地944hm2,其中永久用地402hm2,临时用地542hm2。搬迁涉及5个行政村、249户、840人,拆迁房屋面积5.5万m2;拆迁涉及企事业单位、副业25家;影响各类专项管线146条(处)。自2008年9月启动征迁以来,鹤壁市以按时完成征迁任务、确保总干渠开工建设为根本目标,不讲条件,不讲困难,不讲代价,只讲进度。不仅保证了总干渠工程建设的顺利进行,也从未发生一起因南水北调征迁而引起的群众上访事件。国务院南水北调办主任张基尧对鹤壁市的征迁经验和全市上下共同营造和谐的工程建设氛围给予了充分肯定。10月6日,河南省政府移民工作领导小组对鹤壁市予以通报表扬。有关领导将鹤壁市超常规开展南水北调征迁工作的做法称之为“鹤壁现象”。本刊特发此稿,以飨读者。
The Hebi section of the central route of the South-to-North Water Diversion Project has a total length of 29.22km and involves 3 counties (districts), 9 townships (towns and offices) and 36 administrative villages in Qi County, Qibin District and the Development Zone. 944hm2 of land for construction purposes, including 402hm2 of permanent land use and 542hm2 of temporary land use. The relocation involves 5 administrative villages with 249 households and 840 persons. The demolished house area is 55,000 square meters. There are 25 enterprises and institutions involved in the demolition and sideline occupations; and 146 special administrative divisions (offices) are affected. Since the resettlement started in September 2008, Hebi City has completed the task of demobilization on time and ensured the construction of the main canal as the fundamental goal, without any preconditions, without any difficulty, without any consideration of costs, and only with respect to progress. Not only ensured the smooth progress of the construction of the main canal project, but also never caused a petition from the masses due to the relocation of the South Water Transfer Project. Zhang Jiyao, director of the South-North Water Diversion Office of the State Council, fully affirmed the experience of relocation of Hebi City and the atmosphere of the entire city to create a harmonious project together. On October 6, the leading group of the immigration work of Henan provincial government commended Hebi for its briefing. Relevant leaders call Hebi City’s unconventional resettlement work of the South-to-North Water Diversion called “Hebi Phenomenon.” Publication of the manuscript to readers.
