以国有大型集团公司为生长点构建国家授权投资的机构，是明确国有资产的出资人代表，实现国有企业改革的突破口。使具备条件的国有大型集团公司成为国家授权投资的机构对于深化经济体制改革、推动国民经济发展、促进产业结构调整是十分必要的，且具有可行性。构建国家授权投资的机构需要明确授权主体、授权客体、授权的基本内容、授权后双方的职责，并由国务院对其经营活动进行监管、考核。国有大型集团公司成为国家授权投资的机构后，国家应对现有的投资、融资、外经外贸、资产收益政策和人事管理制度等进行相应的调整。国有大型集团公司被授权后具有了企业法人和股东代理的双重身份，因而要求对其内部组织结构进行调整和完善，建立有效的内部约束制衡机制，并进行相应的内部管理制度建设。
