中办、国办联合印发的《党政机关公文处理工作条例》实施三年多时间里,笔者对部分党政机关、事业单位和国有企业单位公文处理情况做了调研,发现许多单位文书人员难以尽快适应新的条例规范,出现了一些共性的纰漏,影响了公文处理的质量和效率,从而影响了行政办公的速度和效率。对如何实现公文处理工作的科学化、制度化、规范化,笔者对公文处理做了深入分析,并对公文处理的常见问题提出了几点思考和建议。
During the more than three years after the implementation of the “Administrative Regulations on the Handling of Official Documents by the Party and Government Organizations,” jointly issued by the Central Government Office, the Office of the State Council and the State Council, the author conducted a survey on the official documents handled by some Party and government organs, public institutions and state-owned enterprises and found that it was difficult for many unit staff As soon as possible to adapt to the new regulations and norms, there have been some common mistakes, affecting the quality and efficiency of document processing, thus affecting the speed and efficiency of administrative office. On how to realize the document processing work scientifically, systematize and standardize, the author analyzes the document processing in depth and puts forward some thoughts and suggestions on the common problems of document processing.
