滨州市自2009年12月在滨城区启动国家第一批新农保试点以来,2010年10月又在惠民县启动了国家第二批新农保试点,博兴县启动了省级新农保试点。在此基础上,于2011年7月1日在全省地级市中率先同步实现了城乡居民社会养老保险制度的全覆盖。截至目前,全市六县两区5302个行政村,城乡居民社会养老保险参保人数达到153.5万人,其中53.2万60周岁以上老年人按月领取养老金,已发放基础养老金5.53亿元,
