一是大力选拔乡土人才进入村级班子。在选拔工作中,突出三个重点,即:重点选拔那些工作在生产一线、懂技术、有成果的“技术型”人才;重点选拔那些既有一定科技知识,又有较强的组织管理才能,善于把科技应用于当地农业生产的“管理型”人才;重点选拔那些思想觉悟高、奉献精神强、能够真心实意为群众传授技术的“奉献型”人才。据统计,该县村级领导班子中有各类乡土人才858名,占到了村干部总数的近二分之一。
