2005年,注定是全球控烟史上的一个里程碑。2005年2月27日,世界卫生组织(WHO)首部具有国际法约束力的公约——《烟草控制框架公约》(以下简称《公约》)在最早批准该公约的40个国家正式生效,并且5年内也将在另外签署该公约的120多个国家生效。《公约》是针对烟草的第一个世界范围多边协议。对于全球亿万烟民和烟草业而言,这一天需要永远记忆,因为《公约》的生效,也就预示着全球烟民们的“自由岁月”和烟草业的“辉煌时代”离终结已相去不远。一张覆盖全球的控烟“法网”正在收紧,一场空前绝后的禁烟运动行将扫荡世界的每一个角落。
