2005年11月7日至8日,国务院在北京召开全国职业教育工作会议。中共中央政治局常委、国务院总理温家宝在会上发表重要讲话。中共中央政治局常委、国务院副总理黄菊出席会议并作总结讲话。国务委员陈至立就贯彻落实《国务院关于大力发展职业教育的决定》作工作报告,对进一步做好职业教育工作进行了部署与安排。温家宝总理强调,当前我国就业和经济发展正面临着两个大的变化,社会劳动力就业需要加强技能培训,产业结构优化升级需要培养更多的高级技工,因此,需要大力发展职业教育。做好这项工作,对于把巨大的人口压力转化为人力资源优势,使我国经济建设切实转到依靠科技进步和提高劳动者素质的轨道上来,具有重大意义。这次会议的主要任务是,部署贯彻《国务院关于大力发展职业教育的决定》,统一思想,明确任务,狠抓落实,推动中国特色职业教育发展。11月19日,教育部在广西桂林市召开贯彻落实全国职教会精神座谈会。教育部部长周济要求各地一定要按照国务院的要求和教育部的部署,动作要快,力度要大,工作要实,迅速掀起一个学习宣传和贯彻落实会议精神的高潮。贯彻落实全国职业教育工作会议精神,必须坚持科学发展观,要再学习、再思考、再规划,要与贯彻落实十六届五中全会精神结合起来,认真制定和实施好2006年的工作计划、“十一五”教育规划和《2020年中国教育发展纲要》,把大力发展职业教育特别是中等职业教育放到突出位置,统筹协调好各类教育事业的发展。为此,各地都掀起学习和贯彻落实《决定》和全国职教会精神的高潮

The main task of this meeting is to deploy and implement the “Decision of the State Council on Vigorously Developing Vocational Education”, unify thinking, clarify tasks, pay close attention to implementation, and promote the development of vocational education with Chinese characteristics. On November 19, the Ministry of Education held a symposium on implementing the spirit of the National Vocational Church in Guilin, Guangxi. Minister of Education Zhou Ji urged all localities to follow the instructions of the State Council and the deployment of the Ministry of Education. They must act faster, stronger and work hard, setting off a rapid climax for learning and propaganda and implementing the spirit of the conference. To implement the spirit of the National Conference on Vocational Education, we must uphold the scientific concept of development, study again, rethink, and then plan. We should work closely with the implementation of the spirit of the Fifth Plenary Session of the 16th CPC Central Committee, earnestly formulate and implement the 2006 work plan, The 11th Five-year Plan for Education and the Outline for the Development of Education in China in 2020 put the development of vocational education, especially secondary vocational education, in a prominent position and make overall plans for coordinating the development of various types of education.
