城管与小贩之间的博弈已成为当前的一个社会问题,由于治理方式存在偏差,利益矛盾有不断升级的趋势,城管与小贩之间的关系若处置不当则容易演化为社会不稳定因素。小贩通常处于社会底层,他们开展经营活动是维持生计的一个途径,但因无证、无序经营而往往成为城管的执法对象。尽管执法者给这些小贩们冠以了“非法经营”之名,但在普通老百姓眼中,他们是无助的弱势群体;相对的,城管代表国家行使权力,则处于一个强势地位。 The game between urban management and hawker has become a current social issue. Due to the deviation of governance mode and the continual escalation of conflicts of interest, the relationship between urban management and hawker can easily evolve into social instability if the relationship between urban management and hawker is not properly handled. Usually, hawkers are at the bottom of society. They carry out their business activities as a means of maintaining their livelihood. However, they often become law enforcement targets for urban management because of their undocumented and disorderly operations. Although law enforcement officials gave these hawkers the name of “illegal business”, they are the helpless vulnerable groups in the eyes of the ordinary people. On the other hand, urban management is in a strong position to exercise power on behalf of the state.
