完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化,是我国全面深化改革的总目标。“国家治理”的概念体现了多元协同治理的特征,需要利用法治的优势来节约社会成本、凝聚社会共识。推进国家治理体系现代化必须走法治道路,以提升法治能力为核心内容,在立法、司法和营造法律氛围等方面加强法治建设。
To improve and develop the socialist system with Chinese characteristics and to promote the state governance system and the modernization of governance capabilities are the overall goals of our country’s overall deepening of the reform. The concept of “state governance” embodies the characteristics of multiple collaborative governance. It needs to take advantage of the rule of law to save social costs and unite social consensus. To promote the modernization of state governance system, we must take the road of governing by law, take the promotion of the rule of law as the core content, and strengthen the construction of the rule of law in the fields of legislation, judicature and creating a legal atmosphere.
