通过对郴州市乡镇医务人员住房情况的调查,我们发现乡镇医护人员住房紧缺,而且存在住房面积小、住房条件差、管理有漏洞和新建住房缺口大、手续难办等问题,直接影响乡镇医护队伍稳定和卫生事业的和谐发展。解决方案是:将乡镇教师周转住房纳入保障性住房建设范围,使公转房项目和公租房项目建设的资金合并利用;充分利用小城镇建设契机解决建设用地问题;加大财政投入力度,保障建设经费;制定浮动退出机制,积极推进保障房的循环利用。
