政策背景:为规范民办社会福利机构的审批和管理,推进沈阳市养老社会化、产业化发展的步伐,沈阳市民政局根据民政部《关于国务院确定民政部门保留、取消和调整的行政许可、非行政许可审批项目及贯彻落实意见的通知》(民函[2004]255号)精神,印发了《关于沈阳市民办社会福利机构审批及管理的通知》(沈民[2005]59号),明确了民办社会福利机构的性质、审批及管理权限、规模和条件等。
