党的十八届三中全会提出了建设中国特色新型智库的要求,明确了我国智库作为一个专业的研究机构,在政府的决策制定和实施中发挥的重要作用。作为中国特色新型智库建设的重要组成部分,信访的智库化改革同样需要遵循智库建设的基本逻辑,在改革过程中逐渐发现并确立自身的新型性与特色性。本文以中国特色社会主义理论体系为指导思想,围绕信访改革面临的主要矛盾和突出问题,探讨创建信访新型智库功能的建设途径。
The Third Plenary Session of the 18th CPC Central Committee put forward the requirements of building a new type of think tank with Chinese characteristics and clarified the important role that our think tank, as a specialized research institution, plays in the formulation and implementation of government decisions. As an important part of the construction of a new type of think tank with Chinese characteristics, the reform of the intellectualization of letters and visits also needs to follow the basic logic of building a think tank, and gradually discover and establish its own new characteristics and characteristics during the reform process. Based on the theoretical system of socialism with Chinese characteristics, this paper focuses on the major contradictions and outstanding problems facing the reform of letters and visits, and discusses the ways to create a new type of think-tank function.
