党的十四大以来,建立和完善社会主义市场经济体制,不仅给老区乡镇卫生院的发展提供了有利机遇,同时也必将促进卫生改革的深化。认真研究和解决市场条件下乡镇卫生院出现的新情况、新问题,谋求解决问题的对策和办法是摆在各级卫生行政主管部门的重要任务。 一、来自转轨中的几个冲击 卫生事业主动适应社会主义市场经济体制的发展,是必然趋势。但在接轨过程中,由于未用好、用活政策,加上行政管理体制的交换和约束机制等跟不上。因此,在市场经济的大潮中,乡镇卫生院目前普遍受到来自四个方面的冲击,使不少卫生院举步为艰,难以摆脱困境。
