随着统计内部机构、统计设计思路、统计调查内容、统计调查方法、统计组织方式的一系列改革,要求对统计干部的管理必须科学化、制度化、系统化、规范化,极大限度地调动每个统计干部的工作积极性和创造性,以适应统计体制改革的需要。 统计工作是集业务性、知识性、技术性、社会性于一体的社会系统工程,为此,对统计干部的管理制度必须量化硬化,切实可行,必须改变过去那些“掠夺式”、“家长式”、“压迫式”管理办法,建立一套岗位目标管理制度。推行岗位目标管理,各地可因地制宜、因事制宜、因人制宜,内容多种多样,形式千变万化。但必须做到形变神不变,其核心就是坚持“四个原则”:
