谈到中国的对外开放,一般人想到的是利用国际市场、国际资本、国际技术、国际人才等。的确,从经济上讲,开放使得资源在全球范围内配置,各国可以发挥比较优势,提高生产效率,使全球总财富增加,福利提高。这是一个普遍的规律。但很多人忽略的是,中国的对外开放还有一个更重要的作用:中国的改革实际上是在开放的促动下进行的。没有开放,就不可能有改革的成功。
When it comes to China’s opening to the outside world, most people think of using the international market, international capital, international technology and international talent. Indeed, economically speaking, opening up makes the allocation of resources globally. All countries can play their comparative advantages and increase their production efficiency so that the total global wealth and welfare will increase. This is a common law. What many people ignore, however, is that China’s opening-up still has a more important role to play: China’s reform is in fact under the impetus of opening up. Without it, there can be no successful reform.
