浙政发[2005]39号各市、县(市、区)人民政府,省政府直属各单位:现将《浙江省循环经济发展纲要》(以下简称发展纲要)印发给你们,请结合实际,认真贯彻执行。浙江省循环经济发展纲要一、总则(一)制定发展纲要的必要性。根据《国务院关于加快发展循环经济的若干意见》(国发[2005]22号),为更好地促进我省经济增长方式的根本转变,建设节约型社会,实现经济社会的可持续发展,特制定本发展纲要。
