随着改革能量的释放，小生产与大市场的矛盾日渐突出，农业的不稳定性越来越明显。为了把高产高效农业抿向一个新阶段，主要抓了龙头带动、基地拉动、科技推动三项工作。并在实施农业产业化过程中，正确处理了①产业化与稳定的家庭联产承包为主责任制的关系；②产业化与农村一二三产业的关系；③产业化与保护农民利益的关系。从而大大解放了农村生产力；促进了小生产与大市场的有效对接；推动了农村产业结构的调整优化；促进了农民经营意识和科技素质的提高。
