This essay points out the need for museum planning and functional planning in the construction or refurbishment of a cultural building, which is best done before the design work is carried out. The article argues that the function of a building should be studied and there is scope for future expansion and improvement due to the use of new technologies or the establishment of new public projects. The benefits of functional planning include better cost control after construction and construction, and a well-functioning building. There are too many cultural buildings that do not work well simply because this crucial step is either abolished or done without a hitch and without the necessary expertise about the current and expected function of the building. This article is adapted from an essay originally published in International Journal of Art Management and in the third edition of the Museum Planning Manual. The former is written by Barry Lode, published in the journal’s seventh issue, the first issue of Fall 2004; the latter, written by Barry Lord, Gail Dexter and Lindsay Martin, Altamira Press, a brand of Erfield Publishing Company, was published in 2012.
