海峡两岸关系协会和海峡交流基金会协商机制签署的相关协议,迎来两岸交流合作的良好局面。但是,由于两岸都是WTO成员,台商在大陆所特殊享有的各项投资优惠,已经不符合WTO的有关规则。同时,这种协商机制还会受台湾当局政治影响而存在变数。要确保两岸间经贸关系的长期、稳定发展,仅仅停留在“两会”协商机制还远远不够。对此,区域贸易协议方式是一种不错的选择。
The relevant agreements signed by the Association for Relations Across the Taiwan Strait and the negotiation mechanism of the Straits Exchange Foundation usher in a sound situation of cross-Strait exchanges and cooperation. However, given that both sides of the strait are members of the WTO, the special preferential treatment enjoyed by Taiwanese businessmen in the Mainland has not met the relevant WTO rules. At the same time, such consultation mechanisms will also be subject to the political influence of the Taiwan authorities. To ensure the long-term and steady development of economic and trade relations between the two sides of the strait, it is far from enough to just stay in the “two sessions” consultation mechanism. In this regard, the regional trade agreement is a good choice.
