目的建立口岸突发疫情财务应急保障机制,为口岸重大传染病疫情防控工作提供有效保障。方法根据《预算法》和财政部《财政应急保障预案》,分析评价2009年甲型H1N1流感防控专项经费管理情况,结合口岸检验检疫工作实际,从财务应急指挥系统、应急反应系统、应急保障手段、应急反馈系统等4个方面,探索建立口岸突发疫情财务应急保障机制的思路。结果建立口岸突发疫情财务应急保障机制,明确了应急管理中财务部门的具体职责和工作程序。结论通过建立口岸突发疫情防控专项经费应急保障机制,确保国境口岸重大传染病防控工作及时有效开展,促进经济社会和谐发展。
Objective To establish a financial emergency safeguard mechanism for port outbreaks and provide an effective guarantee for the prevention and control of epidemics of major infectious diseases at ports. Methods According to the “Budget Law” and the Ministry of Finance “Financial Emergency Guarantee Plan”, the paper analyzes and evaluates the management of the special funds for prevention and control of Influenza A (H1N1) in 2009. Combining with the actual inspection and quarantine work in ports, the paper analyzes the emergency response system, emergency response system Means, emergency feedback system and other four aspects, to explore the establishment of port emergency financial emergency response mechanism. Results The Bank established a financial emergency safeguard mechanism for the outbreak of epidemic situation at the port and clarified the specific responsibilities and working procedures of the financial department in emergency management. Conclusion By establishing a special emergency funding mechanism for prevention and control of sudden epidemic situation at the port, the prevention and control of major infectious diseases at the border crossings are promptly and effectively implemented to promote the harmonious development of economy and society.
