上世纪90年代初、中期,随着北京个体出租车的出现,许多不在出租车管理系统内运营管理的车辆应运而生。十几年来,这支队伍越来越庞大,京城各个角落都遍布他们的行迹。根据北京市运输管理部门统计,截至今年4月份,北京市“黑车”数量已达6万~7万辆,而本市正规出租车的数量则在6.6万辆左右。一些来自民间的说法比较吓人,一位出租车司机告诉记者,“黑车”数量“肯定超过10万辆了,如果加上‘黑公交’和偏远地区的‘黑出租’,恐怕20万辆都不止。”4月24日清晨起,北京16委办局掀起为期一个月的“狂飙行动”。按照北京市发布的《依法查处取缔无照营运行为的通告》,这期间查获的“黑车”一律处以“极刑”,即不论车型全部按照上限50万元的标准予以罚款。如果第二次被查,除被罚款外,车辆将一并没收。有关数据显示,截至5月底,北京市共依法查扣各类“黑车”12921辆,依法对从事非法营运的9940人作出行政罚款等处罚。其间,公安机关对非法营运人员中敲诈、伤害乘客及出租汽车司机、为争抢生意滋事以及阻碍抗拒执法的行为,依法刑事拘留33人,治安拘留340人。最早的“黑车”司机全部是北京本地人,主要是北京下岗职工以及一些失地农民。他们起早贪黑,吃苦受累,为的是解决生活窘迫,当然也有抱着发财梦的。后来大批外地流动人口进京也干起这个营生,激烈的竞争和人的贪欲把“黑车”行业逼上了犯罪的边缘。光天化日之下在执法的夹缝中游走,犯罪分子的频繁光顾“,黑车”司机成了刀口上行走的人。从某种程度上说,“狂飙行动”既是对出租行业的清理,也是对“黑车”司机生命安全的保护。看到他们的故事,我们不禁要问:如此艰难,何必执迷不悟?
