随着我国志愿服务活动的蓬勃发展,志愿者权益保障问题已经成为制约我国志愿服务事业进一步发展的瓶颈。当前我国志愿者权益保障存在不少的困境及问题,必须从完善立法、设立专项保障资金、优化培训机制、加强风险管制、建立志愿者救济机制等五个层面,构建和完善我国志愿者权益保障的基本思路与发展策略。
