为了更好地贯彻执行党的“一个中心、两个基本点”的基本路线,以改革的精神,全面改进和加强宣传思想工作,使之适应社会主义市场经济的客观要求,我们在探索建立企业党政结合的思想政治工作运行机制的同时,进行了“大宣传”的探索。先是在6个企业试点,逐步发展到约40个企事业单位,占西南兵工现有企事业单位总数的2/3左右,受到了党政领导干部和广大职工的好评。推动了企业发展,也增强了宣传队伍的活力。一、为什么要进行“大宣传”的探索我们进行的“大宣传”探索是从邓小平同志1992年初南方重要谈话后开始酝酿,在全国第七次政研年会后正式提出并逐步推开的。根本原因是在加快发展的形势面前,我们的宣传思想工作一度存在着明显的不适应。主要表现为“五个不”:一是站不高。主观上缺乏了解全局,把握全局,跟上企业发展
