进口许可证程序(improt licensing procedures)是指用于执行进口许可证制度的行政程序。这种制度要求向有关管理机构提交申请或其他非海关所需单据作为进口货物进入进口成员境内的先决条件。一般说来,各国均会事先公布一个需要进口许可证的商品的品目表,凡是该表内所列商品的进口商必需向有关机构提出申请,经批准并发给许可证后方能办理报关手续。进口许可证一般分为两个大类:自动许可证和非自动许可证。前者通常只用于统计的目的,对商品本身的进口并没有限制。后者则可能是实施非关税壁垒的一项重要手段,因为它使对商品加以数量限制成为可能,并需要缴纳一笔可能高于关税
Improt licensing procedures are administrative procedures used to implement an import permit system. Such a system requires submission of applications to the relevant regulatory agencies or other documents not required by the customs as preconditions for the importation of goods into the territory of the importing members. Generally speaking, each country will publish in advance a list of products that need import licenses. Importers of the commodities listed in the table must apply to the relevant agencies for approval before issuing the permits before they can go through the customs formalities. Import licenses generally fall into two broad categories: automatic and non-automatic licenses. The former is usually used for statistical purposes only, and there is no restriction on the import of the commodity itself. The latter may be an important means of imposing non-tariff barriers because it makes it possible to limit the quantities of goods and to pay for taxes that may be higher than tariffs
