统筹城乡基层党的建设工作,是城乡经济社会发展的必然要求,也是落实党管农村工作原则、推进农村改革发展的迫切需要。长期以来,由于城乡党建融合度不够,导致城乡党建资源配置不合理,城乡党员教育管理分割、城乡党组织设置一体化进程缓慢。建立统筹城乡基层党建一体化格局,必须以改革创新的精神,用全新的理念和方法创造性地开展工作。
The overall planning for the party building in urban and rural areas is an inevitable requirement for the economic and social development in urban and rural areas. It is also an urgent need to implement the principle of governing the rural workforce and promoting rural reform and development. For a long period of time, due to the inadequate integration of party building in urban and rural areas, the irrational allocation of resources by urban and rural party building, the division of education and management of urban and rural party members and the slow integration of urban and rural party organizations. To establish an integrated pattern of party-building at the grass-roots level between urban and rural areas must carry out its work creatively with new ideas and methods in the spirit of reform and innovation.
