应对国外的技术性贸易壁垒,仅仅依靠政府和企业是不够的,行业组织也可以有所作为。比如:加快信息网络建设,建立技术性贸易壁垒预警机制;组织制定行业技术标准和技术法规,参与国际标准组织的活动;组织行业共性技术和关键技术的研究开发,推进行业技术进步;组织力量对技术性贸易壁垒情况进行研究,提出具体的对策建议;组织技术性贸易壁垒知识的宣传、培训和普及工作;遇到问题,及时组织企业联合行动积极应对;等等。
To deal with the technical barriers to trade abroad, it is not enough to rely solely on the government and enterprises, and the industry organizations can make a difference. For example: to speed up the construction of information networks, the establishment of early warning mechanism for technical barriers to trade; organize the development of industry technical standards and technical regulations, participate in the activities of the International Standards Organization; organize industry research and development of common technologies and key technologies to promote the industry’s technological progress; Trade barriers to study and put forward specific countermeasures and suggestions; organize knowledge of technical barriers to trade promotion, training and popularization work; encounter problems, and timely organize corporate joint action to actively respond; and so on.
