近几年来,随着改革的深化,原由各级政府和企事业单位承担的社会职能逐步向城市社区转移,使社区建设成为社会的热点,引起了各级党委、政府和社会各界的普遍关注。特别是中国加入WTO以后,城市社区建设进入了一个蓬勃发展的新时期。因此,进一步探索社会职能转移与社区职能定位的衔接和统一,对于搞好社区服务和推进社区建设有着十分重要的意义。
In recent years, with the deepening of reform, social functions originally undertaken by governments at various levels and enterprises and institutions have gradually shifted to urban communities, making community building a social hot spot, and have drawn widespread public attention from Party committees and governments at all levels and from all walks of life in the community. Especially after China’s accession to the WTO, urban community construction has entered a new period of vigorous development. Therefore, further exploration of the link and unification of the transfer of social functions and the positioning of community functions is of great significance for improving community service and promoting community building.
