中国已经成长为林产品生产和进出口大国,美国是中国最大的林产品出口市场,2006年以来中国对美国木制品出口的增长速度一直保持在20%以上。2011年中国与美国林产品贸易额达到了178.8亿美元,增长23%。为确保将来源于非法采伐木材加工制成的林产品排除在市场之外,2008年5月22日,美国通过了对《雷斯法案》的修订案(Lacey Act Amendment),分4个阶段对进口林产品的木材来源合法性进行控制,并确定了一系列的行动方案。中国林产加工业作为美国林产品最重要的供应商之一,更好地了解和适应美国《雷斯法案》修订案的相关要求,对提升企业的综合竞争力具有重要意义。基于相关企业调查,分析了美国《雷斯法案》修订案对中国木制品企业出口带来的影响,并提出了相关的应对建议。
China has grown to become a large forest products producer and exporter. The United States is China’s largest exporter of forest products. Since 2006, China’s growth in the export of U.S. wood products has been maintained at over 20%. In 2011, the trade volume between China and the United States reached 17.88 billion U.S. dollars, an increase of 23%. To ensure that forest products derived from the processing of illegally harvested wood are excluded from the market, the United States passed the Lacey Act Amendment on 22 May 2008 in four phases Controlling the legality of timber sources of imported forest products and setting a series of action plans. As one of the most important suppliers of forest products in the United States, the forestry processing industry in China can better understand and adapt to the relevant requirements of the Lacey Amendment in the United States, which is of great significance to enhancing the overall competitiveness of enterprises. Based on the investigation of relevant enterprises, the paper analyzes the impact of the amendment of the Lacey Act on the export of Chinese wood products enterprises and puts forward relevant countermeasures.
