一、解放思想,转变观念,转换机制 由于受计划经济的影响,中基公司人员中管理型的成分居多,职工的市场意识淡薄,缺乏竞争能力,等、靠、要思想不同程度地存在。面对当前市场经济新体制,公司要发展,必须解放思想、转变观念。所以,近几年根据李副总理提出的思想观念的十大转变,狠抓了职工思想观念的转变。1994年中基系统第二届思想政治工作经验交流会上,总公司正式向中基系统干部职工提出了树立十个观念的号召,即:(1)以业务为中心和效益第一的观念;(2)苦干、实干的观念;(3)信用和效率的观念;(4)优质服务的观念;(5)遵纪守法的观念;(6)市场竞争的观念;(7)敬老尊贤的观念;(8)团结协作的观念;(9)廉
