一项政策是经过一个复杂的决策过程,运用一定的决策方法制定出来的,研究政策制定的模式能帮助我们了解、认识政策制定的全过程,从而科学地进行政策决策。对比分析“综合的”和“反综合”的政策制定途径,有利于我们吸收各自所长,提高政策质量。
A policy is formulated through a complex process of decision-making and using a certain method of decision-making. Studying the mode of policy-making can help us to understand and understand the whole process of policy-making so that we can make policy decisions scientifically.
