重点项目跟踪服务制度：各招商引资责任单位在外来投资重点项目(合同金额1000万元以上)签订合同后,报送市联合招商办公室备案,经审核后列入市级重点项目,建点“一个项目、一个领导、一套班子、一个责任制、一抓到底”的工作机制。对投资总额在1亿元以上的项目,由市四家班子领导分头联系,责任单位负责全程跟踪服务。对投资总额在5000万元以上的项目,责任单位的一把手为责任人,负责做好重点项目的全程跟踪服务工作。对投资总额在1000万元至5000万元的项目,各责任单位的副职领导为责任人,负责做好重点项目的全程跟踪服务工作。风险抵押金制度。全市招商引资责任单位和责任人向市财政或县、区、开发区财政交纳风险抵押金,视完成任务情况予以奖励和扣罚。各招商引资责任单位领导班子按承担任务大小交纳风险抵押金,风险抵押金由班子成员按一定比例个人交纳, 完成本部门(单位)招商引资目标任务后,退回风险抵押金,并给予3倍奖励。对不完成目标任务的
