准格尔旗地处黄士高原边缘地带，属典型的丘陵沟壑区，年平均输沙模数为1．88万t／km2，是国家水土流失重点治理区之一。随着经济建设的快速发展，一批开发建设项目的上马，准格尔旗成为能源开发的重点地区，形成国家、集体、个体经营者一齐开发的局面，有的建设单位急功近利，不注重保持水土，采取“杀鸡取卵”的做法，随意破坏地貌植被，乱开滥采，乱倒土石、废渣、侵占行洪河道，使本来严重的水土流失日益加剧。因此要加强水土保持监督执法，研究工作中遇到的问题，提高执法效果。
