党的十六届四中全会从加强执政能力的角度提出要最广泛、最充分调动一切积极因素,不断提高构建社会主义和谐社会的能力,并把它作为一个重要的执政目标,具有重要的现实意义。在新的形势下,能否坚持党的群众路线、加强和改进党的群众工作是中国共产党实现这一执政目标的关键。
The Fourth Plenary Session of the 16th Central Committee of the Party put forward from the perspective of strengthening the ruling capability the most extensive and most fully mobilizing all positive factors and constantly improving its ability to build a harmonious socialist society. It has an important reality as an important governing objective significance. Under the new situation, whether or not we can uphold the party’s mass line and strengthen and improve the party’s mass work are the keys to achieving this ruling goal of the CPC.
