由于国有林区公共服务需求的多样化与复杂性,以及公共服务产品的复杂性,国有林区公共服务供给主体不是一个孤立的博弈,而是多种供给主体之间进行的多种类型的博弈。文章以国有林区政府社会管理制度下的单中心治理结构为视角,立足国有林区的历史和现实,通过对传统制度下国有林区公共服务供给主体博弈结构和利益关系分析,指出传统制度下国有林区公共服务决策体系基于权力结构,不考虑国有林区居民公共服务需求,自上而下,以政府意愿为导向并迎合政府的博弈策略。
Due to the diversification and complexity of the public service demand in the state-owned forest area and the complexity of the public service products, the public service supply in the state-owned forest area is not an isolated game but a variety of types of games . Based on the history and reality of the state-owned forest area, this paper, based on the single-center governance structure under the social management system of the state-owned forest area, analyzes the game structure and interests of the public service providers in the state-owned forest area under the traditional system. The public service decision-making system in state-owned forest areas is based on the power structure and does not take into account the public service needs of residents in state-owned forest areas. From the top to the bottom, government-oriented and caters to the government’s game strategy.
